Financing your business with the Région Bretagne

Discover the Région Bretagne's grants to create or take over a business, invest, innovate, export or accelerate transitions. Check the schemes and verify the official criteria.

Introduction

The Région Bretagne offers a range of grants and support solutions to businesses, associations and project leaders. The schemes cover in particular creation and takeover, the development of micro-businesses and SMEs, innovation, productive investment, export, the ecological and social transition, as well as certain agricultural, industrial, cultural and tourism sectors. Depending on the programme, support can be a grant, a loan, support services, funding for consulting, or an investment via a partner.

How are Breton grants organised?

The regional catalogue distinguishes several families, in particular the PASS schemes for creation, development or certain transitions, and the INNO schemes dedicated to innovation. The Région also develops tools in partnership with operators and support providers. The criteria, eligible expenses, caps, timeline and filing window vary from one page to another; so you should start from the project's need rather than assume that a scheme is universal.

Business creation and takeover: PASS Création

PASS Création offers personalised support to project leaders creating or taking over a business, with strategic, financial or legal advice in several stages. The official page states that the scheme is funded by the Région Bretagne and the European Union and is free for beneficiaries who meet the criteria. The audience conditions, sector exclusions, the pathway and departmental contacts must be checked before referral.

Investing and growing your business: PASS Investissement

PASS Investissement supports certain tangible and intangible investments to strengthen competitiveness and employment. The Région states that it can take the form of a zero-interest loan, with thresholds and caps that vary in particular according to the project's location and the public partners involved. The conditions on headcount, expenses, job creation, additional financing and the aid regime must be examined in the current page.

Shops and trades: PASS Commerce et artisanat

PASS Commerce et artisanat targets certain independent retail and trade businesses to support their establishment, development, modernisation or the reduction of their environmental impact. The rules on location, size, activity, expenses and the possible role of the intercommunality must be checked on the official page before presenting the scheme as accessible to a given business.

Innovation: INNO schemes

The Région offers grants for different stages of innovation: consulting, R&D, experimentation and cooperation with research. The INNO schemes may concern projects run by micro-businesses, SMEs or mid-caps depending on their nature and criteria. Eligibility depends in particular on the innovative nature of the project, R&D or experimentation expenses, the quality of the partnership and the expected impact. A simple digitalisation project without sufficient innovative character may not meet the requirements of some calls.

Ecological, digital and societal transitions: PASS Transitions

PASS Transitions aims to support certain businesses, in particular those with no more than 50 employees, in investments or services related to the environmental, economic, societal and digital transitions. The official page mentions several components and states that certain terms are subject to budget approval. It is therefore essential to check the date, the available budget, the expense thresholds and the status of the scheme before recommending it.

Agri-food and European funds: clearly distinguish the funders

Some Breton grants are co-financed by the European Union, for example via the FEADER, and by regional funds. PASS Compétitivité IAA 2026 is an example of a scheme intended for investment in agri-food industries and funded by European and regional funds. The Région may act as the managing authority for certain measures, but a link in the Capital OS database is not enough on its own to establish the exact source of each grant; you need to check the fund, the operator and the regulations.

How to file an application?

Start by describing the project, its location, the structure, the headcount, the timeline, the expenses and any other funding applied for. Then check the official page and the associated documents to find out the filing channel and the required documents. Some schemes require an application before expenses begin, or operate on set deadlines. Also check the combination rules, State aid regimes, and any communication or monitoring obligations.

Funder, operator and European fund: three different concepts

A grant may be carried by the Région, processed or supported by an operator, and co-financed by the European Union or another partner. Being linked to the funder "Région Bretagne" in the Capital OS database does not prove that the Région alone funds the grant, that it pays it directly, or that the call is still open. The detailed page for each scheme must distinguish between the funder, the programme, the managing authority, the operator, the territory and the status after verification.

Who can benefit from the Région Bretagne's grants?

The beneficiaries depend on the scheme: creators or takeover entrepreneurs, micro-businesses, SMEs, mid-caps, shops, trades, innovation stakeholders, agri-food businesses or associations may be concerned. You need to check the size, sector, location, expenses and other criteria on the official page.

Are all Breton grants actually grants?

No. Support can be a grant, a zero-interest loan, support services, or a consulting service. The type of intervention and any obligations are indicated on each page.

Is PASS Investissement accessible to all businesses?

No. The conditions depend in particular on the project, the investments, the location, the headcount, job creation and the financing terms. You need to check the current criteria on the official page.

Can a regional grant be combined with a European fund?

Some schemes combine regional and European funding. Combining with other grants depends on the regulations, State aid regimes and applicable caps. You need to declare any other support received and follow the programme's rules.

Is a grant listed in Capital OS still open?

Not necessarily. The status, dates, budgets and conditions must be checked on the official page. The deadlines shown may change.

Verification status

Official source consulted on 13/10/2026. The public catalogue mixes regional and European grants and includes schemes of different natures. Check each grant in the master database individually; do not treat an online page as proof that a grant is open or as validation of eligibility.
