IDEE Consulting: Support for Exemplary Photovoltaic Self-consumption Project Development

IDÉE CONSEIL supports external study, assistance, consultancy or expert services for exemplary self-consumption photovoltaic projects: individual, collective, citizen-led or organised as a solar cluster. The regional aid can reach 50% of forecast eligible costs, capped at €20,000 excluding VAT, or €25,000 excluding VAT in certain areas engaged in a specific regional approach. Eligible costs must be at least €5,000 excluding VAT.

Are you considering photovoltaic panels to self-consume your business’s electricity, organise a collective operation or bring several buildings together around a solar project? The Normandy Region can fund the consultancy services that help you decide whether the project is viable and prepare it: opportunity analysis, feasibility study, technical or legal assistance, consulting providers and organising collective self-consumption. The aid comes before the investment: it reduces the cost of the studies needed to turn an idea into a structured project.

Who can apply

Local authorities and groupings, semi-public companies and local public companies, public bodies not reporting to the State, public and private educational establishments, associations, project owners of collective housing and tertiary buildings, businesses and social and solidarity economy organisations, chambers of commerce and trades, energy syndicates, citizen groups set up as a legal structure, and certain farmers and farmer groups. Farmers are not eligible for individual self-consumption projects. For a business in individual self-consumption generating more than 50% of its turnover in B2B, the Region refers to the AD Normandie Impulsion Conseil scheme.

Eligibility conditions

The project must be part of a coherent energy management approach and concern individual or collective photovoltaic self-consumption, a citizen group or a solar cluster. The costs taken into account must be external study, assistance, consultancy or expert services. For feasibility studies, the engineering firm or expert must show suitable skills, for example an RGE Études qualification or references. Regulatory studies, notably impact studies, are excluded. Eligible costs must be at least €5,000 excluding VAT. Only one application is allowed per project, except in particular situations accepted by the Region.

What the scheme covers

Eligible: support for preparing study consultations or calls for expressions of interest; opportunity analysis before an investment decision; technical, legal and economic feasibility studies; awareness-raising and skills development for stakeholders in mixed or citizen projects; support for the emergence of collective self-consumption, mobilising participants and setting up the organising legal entity (PMO). Only external study, assistance, consultancy or expert services are taken into account. Regulatory studies are not funded.

Amount and funding terms

Maximum rate: 50% of forecast eligible costs. Cap on costs taken into account: €20,000 excluding VAT, raised to €25,000 excluding VAT for areas engaged in “Territoire durable 2030” or “Territoire 100 % ENR”. For example, a €12,000 study (excluding VAT) could give entitlement to a theoretical maximum aid of €6,000, subject to all costs being eligible and to the regional decision. Projects with eligible costs below €5,000 excluding VAT cannot be supported. For applicants not subject to VAT, the Region takes costs including VAT into account.

How to apply

1. Define the scope: individual or collective self-consumption, citizen project or solar cluster. 2. Have a study programme and a detailed quote drawn up by a provider with suitable skills. 3. Check that the eligible cost budget reaches €5,000 excluding VAT and apply the €20,000 cap excluding VAT, or €25,000 in the areas with a bonus. 4. Prepare the information describing the site, the consumers and producers involved, the self-consumption objectives and the expected service. 5. Apply to the Region and check the procedures in force before contracting the service.

Timeline

The Region’s official page was updated on 19 August 2025. The scheme allows an application before or at the same time as an application for regional aid for the photovoltaic investment. Check the application procedures in force with the Region before starting the service.
