Who can apply

The Grand Est Region targets municipalities, EPCIs, public bodies and attached public services, social landlords and eligible participatory or citizen projects. Businesses are generally not eligible, except within participatory and citizen projects meeting the rules. The official page does not present this scheme as general aid for businesses’ individual photovoltaic installations.

Eligibility conditions

The project must concern an open collective self-consumption operation: photovoltaic installation, structural study or the corresponding feasibility study. Ordinary businesses are not eligible, except participatory and citizen projects allowed by the rules. For investments, the criteria notably depend on installed capacity, self-consumption rate, the type of applicant and citizen governance. The application must be submitted before studies or works start; awards also depend on regional priorities.

What the scheme covers

Photovoltaic structural studies for an open collective self-consumption operation; feasibility studies for the same category of project; open collective self-consumption photovoltaic installations, notably led by local authorities, social landlords or citizen groups according to the rules; innovative storage systems linked to eligible projects. Do not treat individual installations or agrivoltaic projects as covered by this fiche without checking whether another suitable scheme exists.

Amount and funding terms

For structural studies linked to an open collective self-consumption operation: maximum aid of 70%, on a cost base capped at €4,000 per building studied. For open collective self-consumption studies: 70%, on a cost base capped at €20,000 per study phase. For investments, the aid depends on the applicant and the project: up to €50,000 for works by local authorities and up to €80,000 for projects led by citizen groups. The detailed rules notably distinguish capacity, self-consumption rate and citizen governance; check the rules in force before estimating the expected amount.

How to apply

1. Confirm that the project is open collective self-consumption and that the applicant belongs to the eligible categories. 2. Define the capacity, consumption scope, self-consumption rate and the group’s governance. 3. Have the studies and quotes drawn up and separate the cost of works, studies and storage. 4. Use the regional rules to calculate the cap for your category. 5. Apply online before studies or works start.

Timeline

The current regional page presents the photovoltaic scheme for open collective self-consumption. No general deadline is shown on the fiche consulted; apply before studies or works start and check the funds and rules applicable to the applicant’s category.
