Starting a shop, a workshop, a services business or a building trade company is rarely financed with a single grant. The most common approach combines a personal contribution boosted by an honour loan, a bank loan secured by a guarantee, and schemes that reduce costs in the first few months — exemption from social security contributions (ACRE) and, for jobseekers, continued payment or a lump sum of unemployment benefits.
This page is aimed at people starting a "traditional" business. If your project is based on a technology or innovation to develop, the funders and schemes are different: see the startup journey.
What needs to be financed when starting a business?
A founder's needs fall into three categories. Each calls for different financing, and banks look at the balance between the three.
Equity contribution and own funds
The portion of the project financed without bank debt. A contribution deemed too low often blocks the loan: this is what honour loans make up for, as they are interest-free and require no guarantee.
Start-up investments
Premises, renovation work, equipment, a vehicle, initial stock or a business (fonds de commerce): the bulk of the need, generally financed by a bank loan, made more accessible by the guarantee of a specialized body.
Cash flow for the first months
Rent, first salaries, customer payment delays and the owner's own income before the business is running: ACRE, ARE or ARCE ease this period.
What is your situation?
Key schemes
The national schemes that a start-up financing plan most often relies on.
Aide aux Créateurs et Repreneurs d'Entreprise (ACRE) - Exonération de début d'activité
Ministère du Travail et des Solidarités, URSSAF
Partial exemption from social security contributions at start-up. Not automatic: application to be made to the Urssaf within 60 days.
Aide à la Reprise ou à la Création d'Entreprise (ARCE)
Ministère du Travail et des Solidarités
For jobseekers receiving benefits: 60% of remaining entitlements paid as a lump sum, in two installments.
Cumul des revenus avec l’allocation d’aide au retour à l’emploi (ARE)
Ministère du Travail et des Solidarités
The alternative to ARCE: keeping part of the benefit each month during the start-up period.
Garantie Création
Bpifrance
Bpifrance guarantee covering part of the start-up bank loan, requested by the bank.
SIAGI - Garantie Création
SIAGI
Up to €4,000,000
SIAGI guarantee for start-ups carried out by businesses with fewer than 50 employees (crafts, retail, services…).
Garantie EGALITE Femmes
France Active, Ministère chargé de l'égalité entre les femmes et les hommes et de la lutte contre les discriminations
Up to €50,000
The only national guarantee scheme dedicated to women entrepreneurs: secures part of the bank loan for starting, taking over or developing a business.
Contrat d'appui au projet d'entreprise (CAPE)
Ministère du Travail et des Solidarités, URSSAF
For project holders facing integration difficulties: preparing and testing the start-up within a support structure, before registering one's own business.
Projet initiative-jeune (PIJ) - Aide nationale
Ministère du Travail et des Solidarités
Up to €9,378
For 18-30 year-olds starting or taking over a business in certain overseas territories.
What public funding is there for starting a business?
Capital OS currently lists 360 open schemes related to starting a business: 31 available anywhere in France and 228 reserved for a specific area (region, department, group of municipalities or municipality). They fall into five categories, none of which replaces the others:
- Honour loans: interest-free loans, with no guarantee required, granted by a committee of business leaders and accompanied by support. They boost the founder's own contribution. Main networks: Initiative France, Réseau Entreprendre, France Active.
- Guarantees: they pay nothing to the business but cover part of the loan for the bank (Bpifrance, SIAGI, France Active, regional funds). It is the bank that requests them.
- Exemptions: ACRE reduces start-up social security contributions; certain areas (zones d'aide à finalité régionale, zones France Ruralités Revitalisation…) also exempt businesses set up there from corporate income tax or the cotisation foncière des entreprises.
- Jobseeker benefits: continued ARE payments or a lump-sum payment (ARCE), as chosen.
- Local grants: start-up bonuses, rent or shop fit-out assistance, often targeted at town centers, rural areas or priority neighborhoods.
How to get a bank loan when starting a business?
The bank finances the investments, but it expects a contribution and guarantees. The two public levers act on these two points. The honour loan increases the contribution: Initiative France presents it as an interest-free loan, with no guarantee required, which "boosts your personal contribution and your company's own funds," inseparable from ongoing support.
The guarantee reduces the risk taken by the bank. SIAGI, for example, indicates a coverage rate of 20% to 70% (depending on whether there is a co-guarantor) for loans of €5,000 to €4,000,000, for the benefit of businesses with fewer than 50 employees. These parameters are those of the offer at the time of verification and are confirmed by the bank when the loan is arranged.
The order matters: obtaining approval from an honour loan network before the bank meeting allows you to present an already consolidated financing plan.
ACRE: what exemption applies depending on your status?
ACRE is a temporary exemption from social security contributions at the start of activity, reserved for those who have not benefited from it in the previous three years. It is not automatic: the application must be made to the Urssaf within 60 days of starting the business, along with proof of the business's creation.
- Micro-entrepreneur: contribution rate reduced to 75% of the standard rate, i.e. a 25% exemption, until the end of the third calendar quarter following the start of activity. Eligibility is reserved for certain groups (jobseekers, recipients of minimum social benefits, 18-25 year-olds, businesses started in a priority neighborhood or a zone France Ruralités Revitalisation…).
- Other self-employed workers and company directors: partial exemption from personal contributions for 12 months — 25% up to €36,045 of annual professional income, tapering off up to €48,060, and nil beyond that. For a company, the founder must hold effective control of it.
Jobseeker: ARCE or continued benefits?
A jobseeker receiving benefits who starts a business chooses between two options, which cannot be combined. ARCE pays 60% of remaining ARE entitlements, after a 3% deduction for supplementary pensions: half at the start of the business, the balance six months later if the business continues and the founder does not hold a full-time CDI. It requires having obtained ACRE.
Continued ARE payments, on the other hand, allow a portion of the benefit to be received each month, calculated based on declared income. For entitlements opened since April 1, 2025, this combination is capped at 60% of the remaining benefit capital at the date the business is started, according to France Travail.
The ARCE lump sum is better suited to a project requiring an initial investment; continued ARE payments suit a business that starts up gradually. Unlike continued ARE payments, the ARCE option does not allow basic pension quarters to be credited.
Where to find local start-up grants?
Local authority grants are numerous but very targeted: a specific area, a type of activity (local retail, crafts), sometimes a specific group (young people, jobseekers, women founders). They take the form of bonuses, assistance with rent for the first few months, or interest-free loans run by a local platform.
They are often granted under the European de minimis regulation, which caps the total amount of aid received over three years: combining several local grants must therefore be checked. Use the "Local grants" filter in the catalog below, then the personalized report to keep only those available in your municipality.
What conditions apply to benefit from them?
Three conditions recur in most start-up schemes. Timing first: many grants must be applied for before or just after registration (60 days for ACRE), and are no longer accessible afterward. The founder next: honour loans and ACRE target the founder personally, which assumes they actually run the business. The project, finally: a financing plan and forecasts are requested by honour loan committees as well as by banks.

Frequently asked questions
Can ACRE and ARCE be combined?
Yes: ACRE is even a condition for ARCE. However, ARCE and continued ARE payments are mutually exclusive; you must choose one of the two options.
Is the honour loan paid to the business?
It is granted to the founder, who contributes it to their business to boost its own funds. It is interest-free and requires no guarantee, but it must be repaid.
Does a Bpifrance or SIAGI guarantee remove the need for a personal surety?
Not necessarily. The guarantee protects the bank for part of the loan; any other security that may be requested is a matter for negotiation with the bank.
Is ACRE automatic in 2026?
No. It must be requested from the Urssaf within 60 days of starting the business, along with proof of creation. For a micro-entrepreneur, the Urssaf responds within 30 days; without a response, ACRE is considered granted.
Do these grants also apply to a business takeover?
Many of the schemes on this page (ACRE, ARCE, many honour loans) cover both starting and taking over a business. Financing specific to buying a business (business transfer loans and guarantees) is covered in a separate stage.
Can local grants be combined with each other?
Often, but within the de minimis cap when they fall under that scheme, and according to each local authority's own rules. The personalized report checks this point based on your location.
Is your project based on a technological innovation? French Tech grants, JEI status and incubators fall under the startup journey.
